This would have been an opportunity for people who make awesome mods to make a living, and thus create more awesome mods. This was the greatest thing that has happened for the gaming community ever. It would have kept older games alive, and prevent big game publishers from shutting down servers, because they would still be making money off their older games. If this had taken off, we could have seen mods coming to Playstation and XBox.
Facts about paid mods on Steam few people bothered to learn-
Not all mods would be for sale. Free mods would still exist on the Steam Workshop.
Mods of licensed characters (Batman in Left 4 Dead; Darth Vader in Killing Floor etc.) could not be monetized. So, those mods would still be free.
Mods could only be monetized if the original game publisher gave permission.
I'm embarrassed at the level of ignorance in the gaming community over this.
